An aqueous liquid cleaning formulation is disclosed which provides high cleaning efficacy for the removal of oil-based paint, oil-based ink, and the like from substrates, as well as from body surfaces. The cleaning composition comprises a solvent combination, a surfactant system, and a carrier. The solvent combination may comprise 15 % to 30 % by weight d-limonene and 5 % to 15 % by weight dibasic ester. The aqueous liquid cleaning formulation may further comprise one or more conventional formulating components, including abrasives, thickeners, preservatives, humectants, emollients and combinations thereof.
