PROBLEM TO BE SOLVED: To improve the service quality by dividing the changeover control load on base stations. SOLUTION: An N-layer exchange station 8A being a changeover source discriminates whether or not a mean changeover frequency reaches a layer changeover reference value based on a mean base station changeover frequency 31 from a mobile terminal station 7 in the mobile radio communication system of a multi-cell layer structure (30a), the station 8A inquires of an (N+1) layer base station 5A being a changeover destination about a channel quality state and presence of an idle channel of the changeover destination when the frequency reaches the reference frequency (32), and the N-layer exchange station 8A conducts a changeover execution discrimination 30c based on the inquiry result. The N-layer exchange station 8A reports layer changeover instructions (34, 35) including a layer number of the changeover destination, an exchange station number, a base station number and changeover channel information to the changeover destination base station 5A and the mobile terminal station 7 respectively when the frequency reaches the reference frequency, and extends a current subscriber channel to the (N+1) layer base station 5A of the changeover destination. |
