PURPOSE:To provide a developing device having stable electrostatic charging ability to one-component developer and the stable ability of carrying the one- component developer to an electrophotographic photoreceptor in order to prevent abnormality such as a positive afterimage and surface staining from occurring in a toner image. CONSTITUTION:A 1st toner carrying roller 23 is constituted of a core bar rotatably supported, and a sheet-like insulating layer wound around the outer peripheral surface of the core bar. The insulating layer is obtained by uniformly dispersing a magnetic material having a specified grain size in elastic rubber and the magnetic material is formed out of a ferromagnetic substance such as magnet material and previously magnetized. Since the magnetic material added in the insulating layer is magnetized, magnetic force is allowed to act by the insulating layer, and the roller 23 attracts toner T.
