<P>PROBLEM TO BE SOLVED: To inform a user of an electric appliance in wasteful use to economize the electricity usage quantity. <P>SOLUTION: An acquisition part 261 for the electricity usage quantity, acquires the electricity usage quantity of each branch breaker 12. A combination information storage part 265 stores a combination of the operating state of the electric appliance 4 estimated to use electric power wastefully. A determining part 262 determines the operating state of the electric appliance 4 based on the electricity usage quantity of each branch breaker 12 acquired by the acquiring part 261, and determines that the operating state of the electric appliance 4 concerning the combination is wasteful when the operating state corresponds to the combination.
