PROBLEM TO BE SOLVED: To reduce number of produced control packets by allowing a network management means to select one route among a plurality of permanent virtual routes (PVR) for a connectionless data flow received from an access network and transferring the data through the PVR thereby avoiding a connection setting delay and decreasing a delay of data transfer and delay fluctuation. SOLUTION: A core network 100 is a connection oriented network, data links are set among edge nodes EA, EB, EC, ED and relay nodes N1, N2, N3, and a network management equipment 200 is connected among edge nodes EA, EB, EC, ED and relay nodes N1, N2, N3 via a coal line. A routing protocol in an access network such as the Internet protocol is terminated by an edge node and a connection oriented protocol is in operation in the core network 100. PVRs R1-R6 are registered in advance between the edge nodes by the network management equipment 200.
