PROBLEM TO BE SOLVED: To provide a mechanism for determining an abnormality without constituting a double system, in a voltage converter. SOLUTION: The voltage converter is equipped with a forward conversion circuit that converts an input voltage VB from a DC power supply into a desired output voltage VH by adjusting the duty ratio in the switching of a semiconductor device. Moreover, the voltage converter has a control means (S60) that handles the duty ratio, on the basis of at least a target output voltage Vdccom and the output voltage so that the output voltage approaches the target output voltage.
