PROBLEM TO BE SOLVED: To provide a process for the preparation of a pigment dispersing water-based resin composition substantially free from an organic solvent; a pigment dispersing water-based resin composition; a water-based pigment- dispersed composition with a good storage stability using it; and a water-based paint composition capable of minimizing the content of a volatile organic compound. SOLUTION: The process for the preparation of a pigment dispersing water- based resin composition comprises a step (1) of preparing an emulsion resin composition having a number-average molecular weight of 25,000 or less, preferably 3,000 to 25,000, by emulsion-polymerizing a raw material consisting of an ethylenically unsaturated monomer mixed liquid which contains an ethylenically unsaturated monomer having a polyalkylene oxide chain and an ethylenically unsaturated monomer and which has an amino group and an amine value of 30 or more, preferably 30 to 250, of a molecular weight modifier and a polymerization initiator; and a step (2) of neutralizing the emulsion resin composition obtained by the above step (1) using an acidic neutralizing agent.
