PROBLEM TO BE SOLVED: To provide a delay time estimating device, method, system and program capable of estimating the correct delay time in a predetermined road section. SOLUTION: In the delay time estimating device 9, a passing vehicle extraction means 10 first specifies vehicles of interest whose delay times are to be calculated, to extract information on the drive of each vehicle of interest. Next, a departure time/position estimating part 11a estimates the departure time and position of each vehicle of interest that has been specified by the passing vehicle extracting means 10, and a departure time/position function estimating part 11b models the state of departure of each vehicle of interest using functions. Also, an arrival time/position estimating part 11c estimates the time and position of arrival of each vehicle of interest and an arrival time/position function estimating part 11d models the state of arrival of each vehicle of interest using a function.
