PROBLEM TO BE SOLVED: To collect transmission/reception data without being limited by the storage medium of an exchange or a circuit monitoring device by starting/ stopping the collection of data on the side of network. SOLUTION: On the basis of an instruction from a network managing center, a circuit trace information control part 151 instructs a terminal circuit to be collected to a transmission/reception data collecting part 152. Besides, the transmission/reception data of a designated terminal circuit are transmitted to the network managing center by a temporary transmission/reception storage part 153. When a terminal line passing the transmission/reception data received from a branch circuit dealing part 14 is matched with the terminal circuit instructed from the circuit trace information control part 151, the transmission/ reception data collecting part 152 dispatches these data to the temporary transmission/reception storage part 153. The temporary transmission/reception data storage part 153 deletes terminal circuit information out of transmission/ reception data received from the transmission/reception data collecting part 152 and holds it for every terminal circuit up to a fixed amount.
