PROBLEM TO BE SOLVED: To effectively use a catalyst layer of a chlorine generation electrode for electrolysis to the end and to use it for a long time without any exchange of the electrode by providing a control part for increasing an electrolytic current, based on the integrated electrolysis time of the chlorine generation electrode. SOLUTION: Two sheets of chlorine generation electrodes 14 are housed in an electrolytic cell 10, chlorine ion-containing water being allowed to flow in the electrolytic cell 10, a switch element 16 being turned on with an electrolytic cell power source 15 to energize for electrolysis, and a chlorine-containing water is produced between the chlorine generation electrodes 14. Energizing to the chlorine generation electrodes 14 is controlled by the control part 17, and the control part 17 switches energizing polarities when the energizing time to the chlorine generation electrodes 14 is over a prescribed time, and controls driving of an electrode polarity switching means 18 for performing back-washing of the chlorine generation electrode 14 with reverse current. Thus, degradation of the efficiency of chlorine production by electrolysis of the electrode catalyst due to falling off and consumption of the electrode is filled up and performance necessary to the chlorine production can be maintained.
