PROBLEM TO BE SOLVED: To solve the problem that slacks and skirts and so forth are wetted with rain water on wet umbrellas in a crowded train or bus and so forth during commutation to work or school. SOLUTION: This cover turns into an illustrated state when a stretchable hose-like cylindrical resin is separated into a cylindrical resin 1 and a cylindrical resin 2, and the cylindrical resin 2 is pulled. The cover is made thinner from a large hole 4 of the cylindrical resin 2 to a small hole 5 of the cylindrical resin 1, and is constituted in such a manner that when an umbrella is inserted, the cover is stopped at the tip of the umbrella, the cylindrical resin 2 is further pulled to the stem 6 of the umbrella, and a chain lock 3 is hooked on the stem 6 of the umbrella.
