<P>PROBLEM TO BE SOLVED: To provide a photoelectric converter capable of precisely positioning a light element. <P>SOLUTION: The photoelectric converter 1B has a mount substrate 3 where a light-emitting element 4A is packaged on one surface 3a. An electric connector 6 that can be attached to or detached from an external connector 7 is provided on one surface 3a of the mount substrate 3. An internal waveguide 31 optically coupled to the light-emitting element 4A is provided along one surface 3a on the mount substrate 3. A concave section 37 that is depressed while becoming narrower so that the light-emitting element 4A can be fitted is provided on one surface 3a of the mount substrate 3 for the photoelectric converter 1B.
