PROBLEM TO BE SOLVED: To provide an optical wiring board having a high sliding property of the surface, thereby facilitating working such as positioning, and having large mechanical strength of the surface thereby hardly causing a flaw or the like. SOLUTION: In the optical wiring board wherein optical fibers 12 are optionally laid on one side of surface of a flexible substrate 11 to compose a wiring pattern, and the wiring pattern by the optical fibers 12 is embedded by forming a flexible protective layer 13 on the above one side of surface of the substrate 11, a flexible protective film 21 having at least the higher sliding property of the surface than that of the protective layer 13 and having large mechanical strength is formed on the protective layer 13. Thus, the optical wiring board having high workability and reliability is realized.
