PROBLEM TO BE SOLVED: To reduce manufacturing costs and to freely change a circuit function in a short period of time without changing the number of manufacturing steps and a mask series at all, regarding a semiconductor integrated circuit device and its manufacturing method. SOLUTION: The semiconductor integrated circuit device has plug/wiring connection regions 1, 2 of two kinds of design rules having different wiring coverage rates to a plug. Disappearance/non-disappearance of the plug in the plug/wiring connection region 1 on the side having a smaller coverage rate is controlled without changing a reticle.
