A solventless curing silicone releasing agent composition for a plastic film, and a releasing plastic film using the composition are provided to improve the strength, adhesion and releasing property of a cured film. A solventless curing silicone releasing agent composition for a plastic film comprises 100 parts by weight of the product obtained by reacting 80-97 parts by weight of a diorganopolysiloxane containing at least two alkenyl groups bonded to a silicon atom and having an alkenyl group content of 0.01-0.05 mol/100 g and a viscosity of 100-1,500 mPa.s, and 3-20 parts by weight of a polyorganosiloxane containing a R2SiO1/2 unit and a SiO4/2 unit in a molar ratio of a R2SiO1/2 unit to a SiO4/2 unit of 0.6-1.5 (wherein R is identical or different each other and are a C1-C10 hydrocarbon group containing no aliphatic unsaturated bond, or a hydroxyl group) in the presence of an alkali catalyst by heating; 0.5-10 parts by weight of an organohydrogen polysiloxane containing at least three hydrogen atoms bonded to a silicon atom and having a viscosity of 5-1,000 mPa.s; an efficient amount of an addition reaction inhibitor; and an efficient amount of a platinum group metal-based catalyst.
