PROBLEM TO BE SOLVED: To provide a device for flanging metallic tubular members with which a flange is formed without applying stress to the metallic tubular member in the axial direction. SOLUTION: By outside-fitting and fixing an end part 8a of a shell 8 with a clamp 5 after making the end part in the state projected by a predetermined length L1 from the clamp 5, inserting the tip part 6d of a working roller 6 into the end part 8a of the shell 8, being made into the state where a clearance of at least of an amount of the thickness of the shell 8 is provided between the tip part 6d of this working roller 6 and the clamp 5 and making the radius of curvature larger gradually while relatively rotating the working roller 6 or the clamp 5 on a track matching the shape of an opening part in the end part 8a of the shell 8 around the center axis of the shell 8, the flange 9 is formed by bending the end part 8a outward in the radial direction with the tip part 6d of the working roller 6 and the clamp 5.
