A packaging and pricing device lifts a substance to be packaged (G)' loaded on an elevator (2) to a film (4) by being supported on a packaging unit (3) from its bottom, such that an upper surface of the substance to be packaged is covered with the film. After the packaged substance (G) is unloaded to the heat seal unit (10), a label is stuck on the packaged substance (G). A first label issuing unit (B1) is arranged on one side of two sides with an unloading path for unloading the packaged substance (G) and a second label issuing unit (B2) is arranged on the other side. A first applicator (C1) receives a label from the first label issuing unit and moves to one side in a widthwise direction of the unloaded packaged substance, thereby to stick the label on the packaged substance. A second applicator (C2) receives a label from the second label issuing unit and moves to the other side in a widthwise direction of the unloaded packaged substance, thereby to stick the label on the packaged substance.
