A device for transmitting service availability attached to a mobile phone and a system for operating an automatic call center transferring location information of a customer to a wireless Internet map are provided to automatically transfer the precise location/customer information and offer a service to a customer quickly by making the call center offer the map of the customer to the mobile phone. A meter device(10) displays a fare and sends a service start/end event signal to a service availability transfer device(20). The service availability transfer device transmits the SMS(Short Message Service) contents to the call center through a service provider mobile phone(30) by the event signal or manual operation. A call center server(40) includes a database storing a car number and a mobile phone number of the service provider, service availability, and location information for each serial number of a streetlamp(60), an ARS(Auto Response System) server, a WAP(Wireless Application Protocol) server, and an SMS server. A mobile communication company server(70) provides the location information of the mobile phone number to the call center.
