PROBLEM TO BE SOLVED: To provide a weak solvent type fluorine resin composition that can give a coating film causing no gloss change under a low-temperature environment even in the case where a large amount of weak solvent is included and provide a method for forming the coating film. SOLUTION: The weak solvent type fluorine resin composition includes a fluorine atom-containing resin and a hydroxy group-containing acryl resin, a fluorine atom content is 2 to 25 mass% in the solid component of the coating resin, the hydroxyl value is 20 to 60 mg KOH and the fluorine atom-containing resin dissolves, when the double mass of n-hexane/xylene mixed solvent at a mass ratio = 100/50, based on the resin, is added to the resin under the environment at 23°C, and, when the triple mass of n-hexane/xylene mixed solvent at a mass ratio = 100/30, based on the resin, is added under the environment at 5°C, the mixture become cloudy. Further, the resin mixture of the fluorine atom-containing resin with the hydroxy group-containing acryl resin in which the solid mass ratio is 50/50 is dissolved in the triple mass of n-hexane/xylene mixed solvent at a mass ratio = 100/30, based on the resin, under the environment at 5°C.
