PROBLEM TO BE SOLVED: To estimate a topic even from a short document.SOLUTION: A potential cluster allocation part 30 allocates any of a plurality of potential clusters to respective documents on the basis of set of documents for each of a plurality of users. A potential topic allocation part 40 allocates to respective documents included the user's set of documents with respect to the respective plurality of user any of a plurality of potential topics with respect to respective words by considering the number of words to which the respective potential topics in a document to which a user's potential cluster is allocated on the basis of the potential cluster allocated to the document.SELECTED DRAWING: Figure 1
