PURPOSE:To effectively detect a pulse noise by discriminating the existence of the pulse noise from the correlation between frames and vertical picture elements and the scale of a high frequency component mainly included in the pulse noise. CONSTITUTION:A frame difference signal outputted from a subtracter 14 is applied as signals (d), (e), (f) by shifting by one horizontal line to a logical circuit 22. When the average value of the signals (d), (f) and the scale of the signal (e) are remarkably different (higher than a decision level TH1), it is discriminated to have no correlation but to be a sparkle noise. A chrominance signal and a luminance signal constituting a normal picture are attenuated in a chrominance signal removing circuit 24 and a high frequency pass filter 25, a signal (g) only of the high frequency component included in the sparkle noise is extracted and if a level is higher than a decision level TH2, it is decided to be the sparkle noise. When the correlation and the level are established in the logical circuit 22, a detection signal is outputted.
