PURPOSE:To simplify the constitution of a variable-speed generating set by closing a circuit-breaker for parallel closing when system voltage and output voltage from a generator-motor coincide. CONSTITUTION:A voltage balancer 21 starts its operation by turning a voltage arranging starting switch 23 for an automatic synchronizer 9 ON, and the voltage of a power system 1 and output voltage from a generator are compared. When output voltage from the generator is lower than the voltage of the system 1, a voltage rise command 100 is output to an excitation controller 8, and a generator-output target-voltage set value is elevated, thus bringing output voltage from the generator close to a system voltage value. When output voltage from the generator is lower than the voltage of the system 1, a voltage-drop command 101 is output, and the target-voltage set value is lowered. Such feedback control is executed, and a signal exciting a coil 5 for closing a circuit-breaker 5 is output through a signal output device 22 from the voltage balancer 21 when system voltage and generator voltage approximately coincide.
