PURPOSE:To perform a favorable lateral sealing and increase the packaging speed by a method wherein a small bag which contains a non-product substance is bonded on a packaging film at a position which is close to the edge of the packaging film but away from a position where lateral sealing is performed, and it is guaranteed that the small bag is tilted over to the inside of a former from the slit upper part. CONSTITUTION:A packaging film F is guided in a cylindrical state, between a former 1 and a product dropping pipe 2, and film both edges (f), (f) are placed in a vertically split slit on the front side of the former 1 to give a butting condition, and are vertically sealed by a vertical sealer 4 on the front side of the product dropping pipe 2 under the former 1, to make a packaging tube T. At both sides of the product dropping pipe 2, paper placing is performed by paper placing belts 7, 7, and top and bottom positions of an object to be packaged (w) which is filled in the packaging tube T are laterally sealed by a lateral sealer 5 in such a manner that the device's front and rear surface sides become flat. By an auger feeder 9, a designated quantity of the object to be packaged (w) is pushed out and filled in the packaging tube T. A small bag H is bonded on the upper surface of the packaging film F which runs while slightly tilting toward the former 1, and the upper surface of the packaging film F is folded back at the former 1 and becomes an inner surface side of the bag.
