PURPOSE:To improve the stability of engine rotation by determining a fuel injection determining factor signal based on at least one of a throttle valve opening control signal and the actual opening signal of a throttle valve, at the time of calculating a fuel injection quantity based on the fuel injection determining factor signal. CONSTITUTION:During the operation of an engine, a throttle valve opening thetais calculated based on a target engine seed from an engine speed setting means 8 and an actual engine speed from an engine speed detecting means 7 by he throttle valve opening operating means 13 of a microcomputer 11, and the opening of a throttle valve 34 is controlled via a driving device 31. And, a fuel injection quantity Q is calculated by a fuel injection quantity operating means 14 based on a fuel injection quantity determining factor signal K and a fuel injector 39 is controlled via a driving device 36. In this case, the fuel injection quantity determining factor signal K is determined based on at least one of a throttle valve opening control signal A from a throttle valve opening operating means 13 and the opening signal B of the throttle valve 34.
