PURPOSE:To efficiently ensure a data transmission line between a base station and a mobile station by providing plural compression encoding/-combined means and a capacity control means and setting dynamic data transmission speed from the status of the free channel and vacant capacity of a radio information channel. CONSTITUTION:When the connection request or the cut request of a call is generated, whether the request is either one of them is judged. When the request is the connection request, the presence or absence of a radio information channel is confirmed. When the channel exists, a capacity control means 3a confirms the vacant capacity x of the channel. The vacant capacity value x is divided into the half capacity and whether a communication is possible or not is judged. Namely, x/ 2 and m/2<n> (minimum speed capacity call value) are compared. When the x/2 is larger, the radio information channel is subdivided by the unused compressing/combing means 1b and 2b within a control part 1b and a data transmission line is efficiently ensured.
