PROBLEM TO BE SOLVED: To suppress the spike-like signal from a front end compensator by providing the front end compemsator comprising an integrating element, and temporarily prohibiting the change of the variable speed time constant of the front end compensator when the value of the integrator is laid in inconstant transition state for a prescribed time. SOLUTION: In a transition state where the absolute value of the variable showing the added output A11 of a front end compensator A1 comprising two integrators to form a secondary compensator is a prescribed value or more, or the absolute value of the variable showing the integrated output A12 thereof is a prescribed value or more, the time constantωm or the like for determining the variable speed of a continuously variable transmission is set to the previous value in steady state, and the value calculated on the basis of this operating state is ignored. Since the time constantωm or the like is set to the value of the just before steady state, and its change is temporarily prohibited when the achievable target change gear ratio DRATIO is changed stepwise to lay the front end compensator A1 in the transition state, the output r1 can be prevented from being spike-like.
