PROBLEM TO BE SOLVED: To provide a device for measuring and feeding fibrous powder for forming a brake pad and the like with high precision. SOLUTION: A casing 11 comprising a hollow delivering space 13 for receiving and downward dropping the fibrous powder is provided, and a large amount delivering roll 14a, a medium amount delivering roll 14b, and a small amount delivering roll 14c are installed in the hollow delivering space 13 so as to be freely rotated and driven in directions as shown by arrows L, M, N, respectively. Each delivering roll 14a, 14b, 14c comprises a helical groove 39 for delivering the fibrous powder on a peripheral surface. A gap 33a between the large amount delivering roll 14a and an inner surface of the casing 11 and a gap 33b between the medium amount delivering roll 14b and the inner surface of the casing 11 are formed as a large amount delivering gap and a medium amount delivering gap, respectively, and a gap 31 between the medium amount delivering roll 14b and the small amount delivering roll 14c is formed as a fibrous powder delivering gap. The large amount delivering roll 14a, the medium amount delivering roll 14b, and the small amount delivering roll 14c are sequentially stopped in this order by a control device C.
