PROBLEM TO BE SOLVED: To provide a non-water dispersion type polymer dispersion providing a coated film high in hydrophilicity and low in contact angle to water, and the coated film obtained by using the polymer dispersion.SOLUTION: There is provided a polymer dispersion containing a water soluble organic solvent, a polymer particle of an unsaturated monomer and polyalkylene oxide having weight average molecular weight of 10,000. There is provided a manufacturing method of the polymer dispersion for polymerizing the unsaturated monomer at the melting point of the polyalkylene oxide or higher in a presence of a non-water soluble organic solvent and the polyalkylene oxide having weight average molecular weighty of 10,000.
