PURPOSE: To prevent the wiring length difference of transmission lines from affecting transmission delay time difference even when the signals of different propagation hours are transmitted to the respective transmission lines by composing one strip conductor of the strip conductor, of which the dielectric constant of a dielectric just under the strip conductor is made different as required, with this strip conductor as a reference. CONSTITUTION: Another strip conductor 22 is composed of the strip conductor equipped with a dielectric 24 of a different dielectric constantεcorresponding to the difference of time tpd with the dielectric constantεof the dielectric 23 just under one conductor 21 as the reference when there is the difference in the absolute propagation delay time tpd of signals to be transmitted through the strip conductors 21 and 22, corresponding to the transmitting signals. Thus, the microstrip transmission line substrate can be provided to reduce the difference of the wiring length W between the transmission lines of the conductors 21 and 22 for propagating the signals of different delay time such as clocks or data, for example, and the timing of high-speed digital data can be secured with high accuracy.
