PROBLEM TO BE SOLVED: To provide a fine cutting method and a device for the same, capable of forming a passive state film on a surface of a work piece in an optimum state, and preventing the missing and broken of a tool, and the impairing of the shape accuracy and the surface roughness of a surface to be worked. SOLUTION: A work piece 107 and an electrode 106 are mounted in the electrolyte 108, and the bath voltage is applied between the work piece and the electrode by a bath voltage application device 130. A measuring part 150a and an electrolytic current detector 150 detect the electrolytic current after the start of the application of the bath voltage. A result of the measurement by the electrolytic current detector 150 is taken in a surface state determining device 160, and a formation state of a passive state film on a surface of the work piece 107 is determined. The output voltage of the bath voltage application device 130 is changed on the basis of a result of the determination to properly form the passive state film on the surface of the work piece 107.
