<p><P>PROBLEM TO BE SOLVED: To enhance a compression rate while retaining picture quality without using an exclusive compression and extension algorithm in compressing picture data. <P>SOLUTION: A correction section 4 corrects all pixel values for every one line, for example, to a constant value to obtain the corrected picture data S2 in terms of the transverse line on an original picture SO represented by original picture data SO. The corrected picture data S2 is compressed by a compression section 5. Now, the brightness and chroma of the picture SO are extracted as feature amounts. The brightness and chroma are corrected in accordance with the constant value corrected by the correction section 4 to change the picture quality of the original picture SO, obtaining picture quality-changed picture data S1.
