PROBLEM TO BE SOLVED: To provide an image monitoring system in which an image recording apparatus records images with high image quality and reduces storage capacity, without omission of recording important images.SOLUTION: In the case of recording images to prevent crimes, important images are face photographs required to identify personal motions and persons, but a fixed background is not so important.
