PROBLEM TO BE SOLVED: To eliminate need of heat-sealing operation after a powder or granular substance is filled and prevent a bag from breaking due to defective sealing by pinching and integrally heat-welding a tubelike filling valve comprising a high melting point resin film as an internal layer and a low melting point resin film as an external layer at a doubly overlapping portion of a container. SOLUTION: In a resin made film bag-like container 2 formed of two resin films overlapped and overlapped peripheries 2a, 2b, 2c, 2d which are heat-welded, a filling valve 1 formed of a tubelike laminate resin film having a high melting point resin film as an internal layer and a low melting point resin film as an external layer is pinched at arbitrary doubly overlapped portions to be heat- welded and integrally heat-welded. Heat welding is done at a temperature and in a pressurized condition so that the external layer of the valve 1 is heat- welded to the container but the internal layers are not heat-welded to each other. At the time of filling, the valve 1 is opened by deforming from the right and left, and a cylindrical filling device is inserted for filling an article. If the device is removed after filling, the opening restores to an original tightly attached state.
