An apparatus and a method for converting a transmitting signal of leased circuits are disclosed. The apparatus comprises a constant power unit(101) for converting AC 48V of pulse input signal of a transmission line to DC input signal; an input signal interface unit(100) for sending the input pulse signal to the constant power unit(101); a signal oscillator(103) generating a number of signals, each of which has a different frequency, according to the input signal from the input signal interface unit(101); an output level controller(107) for controlling the level of the output signal from the signal oscillator(103); and an output impedance matching unit(105) for receiving the analog output signal from the signal oscillator(103) to enable the output impedance to be matched to 600 Ohm.
