PROBLEM TO BE SOLVED: To provide an electrolytic capacitor which is low in impedance and excellent in lifetime characteristics. SOLUTION: An electrolyte solution which contains a solvent composed of 20 to 80 wt.% organic solvent and 80 to 20 wt.% water and at least an electrolyte selected out of preferably carboxylic acid, carboxylate, inorganic acid, and its salt is used for an electrolytic capacitor, and an elastic sealer is formed of composite rubber composed of rubber and material such as polytetrafluoroethylene(PTFE), bake material or the like of excellent gas barrier properties formed on rubber.
