PROBLEM TO BE SOLVED: To reduce cost and improve reliability by rigidly coupling and fixing each component easily on a narrow field, without using field welding as seen in conventional devices in a landslide-countermeasure structure in which a small-diameter steel pipe pile is connected by a beam member or a floor slab member, a retaining wall is installed as required and a landslide can be prevented effectively. SOLUTION: A pair of small-diameter steel pipe piles 2, 2 and beam members 3 are coupled and fixed rigidly by mortar 7 filled into sleeves 6 in the slope oblique direction (x) driven so as to reach a bearing stratum A by using the beam members 3 and retaining walls 4, which are manufactured in a factory or the like and to which the sleeves 6, 6' capable of absorbing an error on the execution of works are mounted previously, and a rigid-framed structure is formed, and the retaining wall 4 arranged on the end sections of the beam members 3 and projecting steel pipe piles 2' obtained by extending the small- diameter steel pipe piles 6, are coupled and fixed rigidly by mortar 7' filled into the sleeves 6', and the rigid-framed structure is formed.
