A system managing services, the system comprising: a storage device to store a hierarchy of a computer network, the hierarchy including virtual network layers and devices in the network for each layer, store service profiles for services associated with a plurality of levels in the hierarchy, the plurality of levels including at least one of the virtual network layers, and store a user premises hierarchy, wherein one or more levels of the user premises hierarchy each include a plurality of user premises and a service associated with each of the one or more levels; and at least one processor to: aggregate the hierarchy of the network and the user premises hierarchy, and determine whether to trigger a service for one of the stored service profiles to a user of the user premises based on the aggregated hierarchy.
