A method of performing a measurement report by a User Equipment (UE) in a wireless communication system, the method comprising: receiving, from a network, a measurement configuration message; logging radio environment measurements in a Radio Resource Control (RRC) idle mode; aggregating plurality of the logged radio environment measurements; and reporting the aggregated radio environment measurements to the network, wherein the logging of the radio environment measurement is performed in accordance with a position of the UE, wherein the plurality of the logged radio environment measurements are aggregated with time information for each corresponding measurement, wherein the time information for each of the corresponding measurements is a time when each corresponding measurement is logged in the RRC idle mode, wherein the aggregated radio environment measurements are reported based on a radio environment measurement report condition, wherein the radio environment measurement report condition is at least a network's indicated number, an absolute time, a network demand, a periodic timer, a UE memory usage or the position of the UE, and wherein the UE logs the radio environment measurements until an amount of logged radio environment measurements exceeds a size of the UE memory.
