Provided is a session initiation protocol (SIP) control device connected to an administrative device for administrating a call processing policy in an Internet protocol (IP) network, said control device controlling a voice call originating from a user device, wherein the SIP control device has: an evaluation unit for evaluating, when a call connection request is received from the user device, whether or not the authentication of the user device has concluded by querying the management device; and a call processing unit that, when authentication of the user device is evaluated as having concluded, executes a call connection process without authenticating the user device.
