PROBLEM TO BE SOLVED: To actualize communication to a mobile enterprise network through a fixed network enterprise network.SOLUTION: A network-by-network packet distribution device 2a tunnels a VLAN tunnel with a Wi-Fi access point 3, and tunnels a UE tunnel in the VLAN tunnel. On receiving an uplink PC packet through the VLAN tunnel, the packet distribution device 2a transfers the PC packet to another device in the fixed network enterprise network 7a, and transmits a downlink PC packet having the transmission destination of a home residence PC 8 to the VLAN tunnel. On receiving an uplink UE packet having the transmission source of a UE 4 through the UE tunnel, the packet distribution device 2a transfers the UE packet to a packet transfer device 2b, and transmits a downlink UE packet having the transmission destination of the UE 4 to the UE tunnel. |
