The purpose of the present invention is to provide a fiber reinforced incombustible panel for repair and reinforcement of a concrete structure restraining expansion of a fire, a method for manufacturing a fiber reinforced incombustible panel, and a method for constructing a fiber reinforced incombustible panel. To achieve the purpose, according to the present invention, the fiber reinforced incombustible panel for repair and reinforcement of a concrete structure comprises 20-45 wt% of a phenol resin composition and 55-80 wt% of incombustible reinforcement fiber.
