A server includes a data communication controller and an analyzer for monitoring social changes in a neighborhood and providing indicators to appropriate agencies. The data communication controller receives from a plurality of information sources, through a telecommunication network, a plurality of social behaviors for a particular neighborhood and a plurality of monitoring criteria. The analyzer assigns a weight for each social behavior according to the monitoring criteria, calculates a total score for the monitoring criteria, compares the total score against the monitoring criteria, and generates an indicator if the total score matches a criterion in the monitoring criteria. The data communication controller sends the indicator to a third party agency.

assigning a weight for each social behavior according to the monitoring criteria,calculating a total score for the monitoring criteria,comparing the total score against the monitoring criteria, andgenerating an indicator if the total score matches a criterion in the monitoring criteria, wherein the data communication controller sends the indicator to the requesting agency from which the monitoring criteria is received.
