Disclosed is an emergency message generating apparatus. The emergency message generating apparatus comprises: a frame generation unit for generating an emergency message including emergency broadcasting information according to a frame of the emergency message; and a data output unit for outputting a transmission header and a transmission packet of the emergency message as an emergency service data interface (EDI) frame according to EDI specifications, which are output interface specifications. A layer of the frame of the emergency message comprises: an emergency broadcasting layer for transmitting emergency broadcasting information; an emergency broadcasting service layer for adding metadata, which is description information on the emergency broadcasting information; a segment layer for segmenting the metadata and the emergency broadcasting information into a fixed size; a service packet layer for additionally including payload, which is segmented data according to segmentation, and a packet header, which is information on segmentation and multiplexing of the payload; and a transmission frame layer for including the transmission packet containing the packet header and the payload, and for including the transmission header containing a transmission header indicator to display the existence of urgent emergency information.
