The present invention relates to a device for manufacturing a semi-finished bead of a tire, which automatically sets standard requirements of a bead winder and a semi-finished bead take-off device by elastically corresponding to various specifications of beads. The device comprises: a bead winder which forms a finished bead by winding a supplied bead wire through the rotation; a semi-finished bead take-off device which takes out a semi-finished bead completed by the bead winder; and a control unit which controls the bead winder and the semi-finished bead take-off device. The semi-finished bead take-off device includes: a frame forming the basis; a main guide installed in the frame to be movable in the horizontal direction; a gripper transfer unit which is installed in the main guide and is movable in a direction perpendicular to the moving direction of the main guide; and a pair of grippers installed in the gripper transfer unit to grip the semi-finished bead.
