The design information storage means stores: a module storage table in which all modules included in software are recorded; and a dependence storage table in which, of the modules, a set of a starting point module and an end point module that have dependence is recorded. When there is dependence such that each of the modules included in a first module group having the plurality of modules defines itself as the starting point module and all of the modules included in a second module group having the plurality of modules are defined as the end point module, with reference to the table, the many-to-many relation module group information generation means generates a many-to-many relation module group storage table formed by corresponding the starting point module group and the end point module group.
