[Problem] To provide a novel undercoat agent that is for use as a pretreatment step for electroless plating, that is environmentally friendly, that makes it possible to simply and easily perform treatment using a small number of steps and to reduce costs, and that has particularly excellent adhesion with a substrate to be plated and a metal film. [Solution] An undercoat agent that is for forming a metal plating film on a substrate by electroless plating treatment, said undercoat agent comprising (a) a hyperbranched polymer that has an ammonium group on a molecular end thereof and a weight-average molecular weight of 1,000 to 5,000,000, (b) fine metal particles, and (c) a resin primer for electroless plating.
