Provided is a decorative plate which has excellent functionality and prevents deterioration of an outer layer resin. The decorative plate has: a substrate; an outer layer resin layer which is laminated on one surface or both surfaces of the substrate; cationic carrier particles which are disposed on the outer layer resin layer in a manner so as to be exposed thereon; and a functional substance which is carried on the cationic carrier particles.
