PROBLEM TO BE SOLVED: To estimate the behavior of a user without collecting a life log from a portable terminal.SOLUTION: An area entry/exit recognition part 11 and a sub-area entry/exit recognition part 12 recognize an area or a sub-area where a smart device 30 exists. An application selection part 13 selects a predetermined application in an application/area table 22 in accordance with the recognized area where the smart device 30 exists and the situation of the area, and an application remote installation part 14 performs the remote installation of the application. A behavior estimation part 16 estimates the behavior of the user carrying the smart phone 30 on the basis of a provision history table 24 as the history of the provided application and an application/behavior table 25 indicating the predetermined behavior of the user correspondingly to the application.
