<p><P>PROBLEM TO BE SOLVED: To provide a writing device for detecting a change of an integrated circuit in a shipping stage. <P>SOLUTION: A collation system includes: the writing device for writing information in an integrated circuit mounted on a game device manufactured by a game device manufacturer; and a managing device for storing identification information of the integrated circuit in advance. The integrated circuit is manufactured by an integrated circuit manufacturer and is shipped to the game device manufacturer. The writing device includes: a storage used by the game device manufacturer and storing information; a writing tool member of writing information to be stored into the integrated circuit; a reader of reading the identification information of the integrated circuit that the integrated circuit stores; and an outputting tool member of outputting the read identification information.
