PROBLEM TO BE SOLVED: To efficiently manufacture a charging roller whose surface has a low water contact angle. SOLUTION: Corona discharging processing is applied to the surface of the charging roller 61 while rotating the charging roller 61 along the peripheral direction. In this case, by using the manufacturing device equipped with a holding means for holding a plurality of charging rollers 61 and a plurality of discharge electrodes for generating the corona discharge between the respective charging rollers, the corona discharge processing is applied to the charging rollers 61 at the same time.
